Can a layer of concrete be poured over existing asbestos floor tiles?

Recent tests have confirmed that the floor tiles and mastic on my basement floor contain asbestos. These floor tiles are not in good condition, as they are cracked and warped. I would like to avoid having to remove these tiles, but they need to be covered. I cannot use carpeting because of possible moisure issues, and a new vinyl floor cannot be placed on top of the old tile because of the warped tiles. So I thought, maybe a layer of concrete can be poured over the old tile, and that concrete will seal the asbestos tile. But is this a possibility? Can a thin layer of concrete be poured on top of an existing tile floor? If it can, how expensive will this be for about 500 sq. ft.?
