Usually, that is his responsibility.

But, if the lease requires you to repair it, First I would remove the shower head and make sure it isn't clogged. If it is clogged, either clean it out or replace it.

If your bathtub isn't working either, I would ask:
How old is your building? Or to be more specific, do you have iron pipes feeding the tub/shower? If so, they may have closed up and need to be replaced.
