BUCKLING FLOORS-MOISTER

I HAVE WOOD FLOORS WITH NO MOISTER BARRIER. THE WOOD I WALK ON IS THE ONLY FLOOR. THE HOUSE IS ABOUT 60 YRS. WE BOUGHT IT. I PULLED A BUCKLED BOARD OFF AND IT WAS WET UNDER NEITH. WE WANT TO PUT DOWN ANOTHER FLOOR. WE WERE TOLD TO RIP OUT THE BUCKLED PART AND SCREW DOWN THE REST AND THEN PUT FELT DOWN. THE COME BACK WITH PLYWOOD AND THEN OUR REGULAR FLOORING. WILL THIS PROCESS WORK AND HOW DO I DECRESS THE MOISTER UNDER THE HOUSE. I HAVE LATTUS AROUND THE BACK AND SIDES AND BRICK IN THE FRONT.
