Make sure you use a tack cloth before applying the finish. Dust, grit, and dirt can cause adhesion problems even if you properly sanded the floor. If it is not an adhesion problem, then bubbles also can be caused by over-brushing the finish, particularly if you are using a fast-drying polyurethane.
