Carol, I wouldn't get too worried just yet; as this is a new installation, it sounds like this is probably just some minerals leaching from the brick and mortar with the cooler weather conditions and humidity. If you've used salt on the steps for deicing, it would be salt residue. I would clean the steps, in warm weather so that you don't risk freezing moisture in the brick, with a mild solution of a driveway cleaner or a mild solution of water and white vinegar.
