brick chimney water problems

i have a brick chimney, when i get a driving rainstorm the
inside brickfireplace (bricks) get wet and when they dry it leaves a white powder residue. the inside of the fireplace also does the same the same thing,when the rain stops and the bricks dry this same white residue is on the outside of the chimney. i have placed a cap on the top of the chimney and have caulked both sides of the chimney against the house. what is causing this to happen and is there some way to correct this? i was told that this is efflorescense
