bowed walls and sinking

I need help, but first let me explain the house its
a 2400 sq ft u shaped ranch with attached 2.5 car garage
and family room that is on a 42" footing and slab the rest of the
rest of the house is on a basement with 6' walls and a 8"
8" cripple wall or knee wall with 2x10 joist on the
cripple wall
1 1st problem is the part of the house on a 42" footing
is sinking in the worse case its has moved 3.5" in 20
yrs .i want to fix this and stablize the rest of it.
is helical underpinning better than a pipe pile or
vise versa?

the 2nd problem is basement walls bowing in and craking
i possibly am going to have a contractor escavate
install drain tile on the outside and tie into the
exsisting tile on the inside ,intall foundation
helical anchors pull 1 wall back stablize the other
walls and back fill with stone. it appears that the
drain tile inside work well except if there is a very
heavy rain the the cracks leak ,any way would i be
better off useing a poured wing wall at every wall
anchor location rather than reling on the helix the
soil in this area is mostly clay please help
