Blown or roll? What's the best material for ceiling soundproof in Condo

Really could use some expertise, cause' I just don't know where to begin. I'm in a downstairs condo and can hear my neighbors as they walk from room to room.
There is some space between ceiling and upstairs floor but I'll probably have to punch/cut a hole every 3 feet or whatever the distance is between beams to get something that works. Soooo, my questions is, where does one start...go to Home Depot and get a roll or call? to cut holes in ceiling to blow it in ?? (or would just make more sense to wear earplugs. Anyway, I have no idea where to start to get the most effective, and less expensive ceiling soundproofing. I welcome all suggestions. Thanks!
