** There was ice forming on the freon lines outside and in the house back to the unit. Is this because the system is low on freon or the blower is not working properly? **

Because the blower is not running. Do not continue to allow it to run in that condition or damage to the compressor (in the outside condenser) could result.

** What should I do? **

Have someone to look into why your furnace blower is not running.

Even though you had it looked at 5 weeks ago doesn't mean something hasn't failed in the mean time. It is impossible to predict when a component is going to fail so don't blame the technician that was there previously for not spotting it (unless it turns out to be something really obvious).
