bleeding radiator

I turned the valve on the top of the radiator and let the air out. I opened the valve @ the bottom of the radiator. If I turn my thermostat up to around 90 then the bottom of the radiator will heat up but the top portion stays cold. I can't afford to leave my thermostat up to 90 :-). Any assistance will be greatly appreciated.
