Hi, Laurie. I have been pretty happy with Zinsser's B-I-N primer/sealer for this. It is shellac based and you would need 2-3 coats to seal the knots. A couple of interesting points are that you don't have to sand between coats, it really dries quickly, sometimes too quickly in hot sun, and you can tint it, even between coats to make sure you get all the ssurface.
