I'm with Ron. I can't imagine why your getting bleeding through KILZ. Are using latex or oil?
I believe that the answer to your problem is BIN primer. This is a Shellac based primer and is difficult to use, but nothing gets by it. If it is easier to do so, I'd just brush a coat over the areas that are bleeding and leave the rest. BIN will set up in less than 20 seconds, so move quicky, but carefully. It may be worth your while to practice on a scrap of paneling or drywall, so you know how the stuff handles.
Though Sherwin-Williams makes good stuff, I have always been a fan of Benjamin Moore. Great products and, if you find a small Mom and Pop store, excelent service from people who really know from expirence.
