I've also found your situation to be common, especially on a cold start when the unit hasn't run for a long time. Without a certain amount of natural draft,(warm furnace), the flame may not carry over, and one or more burners won't catch. A unit with a gas control that opens too fast,( we call them a hair trigger valve), will cause the delayed ignition you speak of. I've had to put step opening valves on those units.
