I didn't have time to read all the posts, but as far a bidding a repaint on something like this, We treat it the same way we would for a fire damage job. It usually involves solvent primers and a lot of clean up work, therefor and expensive job to have done.

Scott, not that it's any of my business, and I'm certain that others have offered this kind of thing; Smoking killed my Father-in-Law, a man whom I deeply respected an loved dearly. The pain that it put my wife through, seeing her father die that way was unbearable to me. It made me very glad that I had given up smoking years ago, and now I know that I will never go back to it, having seen what it can do.

Sorry for the soapbox, I'll try to be good from now on.
