yes naval jelly works great on rust, thats what it is for. it is phosphoric acid. it is not an oil spot remover. doesnt work well for that. Bleach is equally bad advice, wrong product and wont do the job. There are many commercial oil and grease removers that do work,found in every hardware store or auto supply. try them.
