The only place you can get answers to CODE questions, is localy. You need to check with your local Inspection Department and Fire Marshall.
As you have found out, your insurance company will require a "sign off" from the Fire Department to cover them.
The Fire Department will contact the Inspection Department to see what inspections they made (another CYA).
If you cover everything over without the inspections, you may have to take it all apart!
Do yourself a favor and make the calls to see what is required in your area.
The cost of a permit is cheap when you look at the protection that comes with it. If your whole house burns down and your insurance company walks away because it was not built to code, you'll kick yourself.
