beautifying a painted interior cinder block wall

I am wondering about the ways to conceal the masonry of a few cinder block walls in a walk-out basement apartment. The walls are currently painted white (looks like a max of 2 coats). What is the best (and cheapest, do-it-yourself) way to conceal the cinder lines and color/paint the new surface. The goal is a stucco-like look. Would a concrete mortar mix work, covered with a concrete paint? The basement doesn't seem overly moist, since it has lots of light/windows. I'm also wondering if sand mixed with paint would be thick enough to conceal the masonry lines. Thanks for any tips!!
