BATHTUB LINERS

AS I HAVE BEEN IN THE REFINISHING AND RELINING BUSINESS FOR 10 YRS. I HAVE SEEN MORE THAN MY SHARE OF BOTH APPLICATIONS. THE MAJOR PROBLEM WITH RELINING IS WATER BETWEEN THE LINER AND THE OLD TUB(ITS LIKE SITTING ON A WATERBED MATRESS). THE PROBLEM SEEMS TO STEM FROM AN IMPROPERLY FIT LINER,POOR CAULKING AROUND PERIMETER OF LINER,AND A NEW DRAIN NOT BEING PROPER SIZE.
THE REAL QUESTION IS : IS THERE A BACTERIA OF SOME SORT WHICH CAN FORM FROM THIS ENCAPSULATED
WATER?
