It is the shower fan/light combo in the bathroom that needs gfci protection and not the switch itself. You have to take one of the two choices you mentioned above that you don't want to take. Either energize the circuit from a gfci breaker or else install a gfci outlet and come off the of protected side of the outlet. Sorry no other choices. Install a double gang box and put an outlet next to the switches or spend the bux for a gfci breaker.
