first is the wall,concreate formed,or block? the hard thing about block is the leak can be on one side of the house. and the water can be coming in the ether side,working it's way throw the wall.the best way to fix it once and for all is to dig up the out-side of the house down to the footing's power wash the wall's and put the tar to it! more the better you can't put to much on.
then lay o-pipe/big-O at footing level and put a good 12in of stone on it and slop it away from the wall,this will fix your leak,as for as doing anything inside you won;t have to if you do this,it is a lot of work,but it will fix it!i've been doing it for year's and as long as you do it this way it shoud never leak agian........greg.
