If you are cutting down lower below the existing window to make an escape window then you aren't changing the vertical support so you should be ok.

Otherwise headers are always an issue. If you have a concrete header to cut out or are going wider, then it depends upon if the joists run parallel or perpendicular to the wall and what size sill plate is used. Then you can install sistered and/or double joists on one or both sides and bridge accross back away from the window opening.
