Basement Walls

I am redoing my basement. It currently has firring strips nailed to the cinder block. It is insulated with wool moisture resistant insulation and 1/8" paneling is nailed to the firring strips. After ripping out all of this (most of the nails holding the firring strips to the block were rusted away), I plan to seal the block with thoroseal and stud the walls out with 2x4's. What type of insulation should I use and where do I put the vapor barrier? Also, my concrete floor is currently covered with hard vinyl tiles. I would like to carpet the floor. What type of carpet and padding should I use and should I lay down plastic before I put down the padding and carpet? Thanks for your advice?
