Hi Again:

If you are satisfied that wall moisture is not coming in from outside ground moisture, then you should hang a minimum of 4 mill sheet plastic up on the wall before attaching your studs or 1X3 lath to the wall to attach your drywall to. If you put up 1X3's as studs, you can insulate between the studs with regular fiberglas batt insulation. If you use 1X3 lath, you can use 3/4" rigid insulation between the lath boards. I secured my 1X3's to my basement's cinder block walls using 3 plastic anchors per 8' board....plenty strong.
