Basement wall Resurfacing

80 year old house, poured concrete foundation, Minnesota (freeze/thaw cycle). Previous owner coated interior basement walls with - paint? plaster? In my 10 years here it has cracked/popped off, taking a little of the wall with it. My understanding is this effervescence is due to the coating not "breathing", locking the moisture too tightly into the wall. I presume that adding gutters a few years ago greatly reduced the hydrostatic pressure on the walls.

THE QUESTION IS: What do I resurface the walls with that will not re-create the same problem? (The Rapid-Strip brush does a wonderful job of stripping the reamaining coating off the walls.) Open to suggestions.
