Basement wall & floor mildew

The north wall of our basement seems to have moisture problems. The worst is on the inside above ground level in each corner. The mildew is black and heavy. The entire northwall has cream colored granuals around the edges of the cement blocks below and above ground level. The floor in one corner sometimes is very damp with small puddles. The rest of the basement does not seem to be affected like the north wall. Would it help to put up a moisture barrier and insulation or would that just be creating a worse mildew problem that we cant get at. Thanks CJ
