basement ventilation

I'm finishing my basement & want to be sure it's adequately ventilated. The entire basement is underground, so there are no windows to open & the foundation has a lot of moisture coming through it. I'm framing several walls down there, splitting the place into two rooms. My thought is that I could set up an inline vent fan within the exterior walll on the first floor that would suck air from the basement & blow it outside. The vent would be attached to two ducts running to the two basement rooms & a third that would run to the space between the framing & the foundation to cut down the moisture back there. Am I on the right track? If the total area for the basement is about 375 square feet with 6'6" ceilings how strong a vent do I need? & what's the quietest vent I can get?
