Basement vapor barrior,where to place?

I have reviewed the postings from the last 4 months and am still uncertain as to where I should place a vapor barrior for my new exterior basement walls. My foundation walls are block but do not leak. I will be insulating my new walls with R-13 paper backed insulation. Do I need an additional 6 mil vapor barrior? Where do I place it? Between the existing block wall and the back of the new framing or do I place it between the front of the new framing and the drywall. I live in NJ where it is cold in winter and hot/humid in summer. Thx for your help.
