Basement Toilet

Went away for a weeks vacation. Came home and first time in the lower reading room, I flushed and the water came out the bottom sides of the throne. No problem, bought a wax ring, pulled the throne and found two bolts sunk into the concrete with no flange. No problem, purchased a PVC expandable flange for a cast iron pipe and installed it with a new wax ring. Now when the throne is flushed, the water goes all the way up to the rim and slowly goes all the way down to the point where it gurgles. I can understand why the gurgle is occurring, probably some leakage of air between the wax and the flange or bottom of the throne. I don't understand why the level goes entirely to the top before draining all the way down like its stopped up. Kids grown and out of the house so I know no toys are missing. By the way, my problem is I'm getting behind in my reading.
