basement sump pump vs the plummer

6 yr old house split level basement has a sump pump that works for a toliet, shower, sink, and washing machine. No problems until this year when our town changed out the septic tanks and put us on city water. Now water pours in from what originally seemed to be around the toliet. The plummer told us our pump was bad and replaced it for about 1000$. We still have the problem and now they tell us it is because of all the rain we are having. It doesn't happen every day and the tub and sink are draining very slow. I think the city put the septic tank higher in the backyard than the original one and some of the water is running back into the basement. Am I being a "dumb girl who should just not use the downstairs water during the rainy season" or can you give me suggestions on how to troubleshoot what this problem is? / Or how to prove my theory right or wrong?
