Basement insulation

The inside of the house is already finish. The house is 18 - 20 years old. I have been re-modeling the
house over the years. This is a split level home. The lower part of the house can get moist and is 5
degrees colder than up stairs. I am installing a drain pipe to catch the rain water from the roof and
driveway and routing it into a creek; so, since I am in there I though it could help and be more cost
effective then ripping the walls down fron the inside. The builder never insulated these wall. At one
time thers was only panel borad over the block wall - dark, cold and moist. Being from a very cold
buffalo, I understand were your coming from - it does get cold down here in the winter - not zero and
not longer then two to three months.

I have heard about a rubber membrane that can go over some kind of insulation board but do not
know where to purchase it.
