basement floors

I have a small basement in my condominium which was completely finished with drywalls and ceilings and plush carpeting with padding when I moved it....What a mess when it flooded.....

It hasn't flooded since as we now have a back up sump pump...What kind of padding and carpeting do you suggest...the floor is bare concrete right now...Or do you recommend something else?

It really is a nice place to relax and I have a sleeper sofa down there too...My laundry room with the furnace, hot water tank, washer and dryer are in another room closed off from the main basement and I do not intend to carpet that but thought a few coats of somekind of concrete pain may keep it cleaner??????
