Basement floor buckled

My basement floor has buckled up in two different
places. It has probably raised about 2"- 3" in an
area of about 2sq.feet. I have considered some type
of floor leveling compound, but then I would be
raising the entire floor level. This buckling was a
pre-existing condition when I bought the house 8yrs.
ago. The floor has not moved anymore since then.
Are there any alternatives? Can I just cut out the
high spots with a concrete saw and fill in, or will
that effect anything else? Can someone help?
