Assuming your have perforated plastic drain "tile" which
is actually flexible plastic "tubing". It should
be covered with a layer of gravel and then landscaping
fabric...then more gravel before the cement comes in.
You don't want the cement right on the drain tile, or it
will plug it up.

I would guess that2 or 2.5 inches at the thinnest
point would be thick enough for your basement floor
since you won't be parking any cars on it.
