basement floor

I have a small room in my basement that I am turning into a third bedroom. In the past the bare cement floor used to sweat in the summer. Since I installed air conditioning that problem seems to have ceased. I don't have much headroom (7feet) so I would rather not put a subfloor in if possible but really want to use the laminate flooring. Can laminate be put directly over the concrete (over the proper material and plastic for any moisture) to save headroom? Would the floor be freezing cold if I did this? Does this make sense? Any other suggestions if not? Thanks for your help.
