Basement Floor

I am remodeling my basement for a home office. I was told that I could put a vinyl patch cement on the floor. The reason for the vinyl patch is the floor is unlevel and has been patched together with additional concrete slabs and patched. I considered tearing the whole floor out and repouring but that is more costly and more work than what I am wanting to do at this time. After the vinyl patch (stone mason product) cement was applied and cured for two weeks I now have noticed hair line cracks. The minimun thickness is 1/4" that was used. I was wanting to use a floor leveler and than an apoxy to get a smooth finish. Now I am not so sure, HELP! Should I just go with a inexpensive carpet?
