If the basement has never been finished (you did say 'refinish') and there is the slightest chance of any dampness then you should lay down a poly vapor barrier, wooden sleepers, insulation in the bays between the sleepers, and a plywood subfloor. Normal carpet tack-less strips can be attached to the new subfloor.
