Basement Bathrm. vent fan - vent through rim joist or through the concrete wall?

I'm installing a bathroom vent fan in a basement bathroom. By far the easiest way to install it would be to cut a hole in the rim joist to vent it outside. But is this structurally sound (and does it pass code)? The hole needs to be 3" in dia. and the rim joist is a 2" X 8". The alternative is to drill and chisel a 3" hole into the poured concrete basement wall.
