I'm in the process of remodeling a basement also (and live in Wisconsin). I had also done quite a bit of checking into moisture barriers. I was getting a lot of conflicting information, and basically ended up deciding on going w/the barrier on the warm side of the stud wall. I probably should have left the space like you did away from the cement wall, but placed the wall tight against it. I used treated lumber on the bottom portion against the concrete. It would be nice if it was one of those cut & dry (no pun intended) items. Hope it works out. Now I'm not sure what I'll do. "GO PACK"!
