Baseboard Molding

We recently bought a house built in 1947. The "baseboards" of 2 x 4s are flush with the plastered wall. There is also a quarter round. We are in the process of removing the carpet and refinishing the hardwood floors. The quarter round sits up off of the floor. We would like to remove the quarter round and put an attractive baseboard on top of the invisible baseboards. Is there anything wrong with that? Can we put the baseboards all the way to the wood floor or must a gap be left? Do we have to put in a quarter round - we don't really like them? Assuming this is all okay, what is the proper location for nailing them in?
