Baseboard Heat

First of all I have baseboard heat hooked to a gas furnace. I recently had one of the baseboards remove from my kitchen and had a toe kick heater installed. Before I had this done the circulator would kick on when the thermostat called for heat and it would circulate for a little while and then shut off without the room getting to temperature. It would continue to cycle on and off until the temperature did reach the temperature. Now since I had the work done the circulator runs continously until the room reaches temp and the thermostat stops calling for heat. Does anybody have an idea for this change in operation? Thanks...
