Baseboard first

I sub-contracted as a flooring installer (way back when). Put the base in first. It really doesn't make a difference if its tight to the floor or not...but if it's up a 1/8 or 1/4 it does make it easier for the installer to "tuck". Most floors are not perfectly level, so theres a good chance that the base will have a gap at the bottom anyway to keep it level (if not, your miters will be ugly) If you put it in after the carpet install, it will be over the tackstrip (or partially over) and will make it very hard to remove carpet in the future and impossible to kick and tuck the new carpet unless the old tackstrip is removed/replaced, which, since the baseboard is on top of it, may require removal of baseboard to get the old tackstrip up.
