Chuck, baseboard in wall-to-wall carpeted rooms are normally installed about 1/2" above the wood floor to allow room to tuck the carpet edge under. You can install the base after carpeting by holding it down to the carpet and attaching to the wall, just don't pinch the carpet TOO tightly.
