Hi, H. As far as I know, this is personal preference with historical precedents. The Victorians liked millwork to be "busyer" so the 45 degree cut was common in older houses. Many modern houses, particularly with wall-to-wall carpeting, don't use base shoe at all. Changes in vacuum cleaners probably have more to do with base shoe installation than any other factor.
