Badly painted cabinets

Nora and Henry...I share same dilemma. All the cabinetry (and chair rail panelling) in our kitchen and bath were spray painted (as well as the panelling in our living room). Whatever gets used and touched, opened and closed, starts chipping off. It's horrible. Even our kitchen lanoleum counter top was spray painted! We bought this home with no idea of this quick cheap fix the previous owners did to make all look bright and clean for purchase. Touch ups don't work to solve the problem. Obviously, nothing was sanded and primed appropriately. The oak cabinets had a sealer on them, therefore the latex paint used to change all from brown to white has a short life span wherever there is "activity". There's no good news here and no inexpensive solution. It all needs to be redone correctly or replaced. What a waste!
