Bad toilets?

We just bought an old house, and have discovered many things that we get to renovate (notice careful wording). Among the top priorities at the moment are the toilets. There are 4 toilets in this house. Two of them flush like good, well-behaved toilets should. The other two are probelm children. One flushes only if the handle is held for 7+ seconds. The other sometimes doesn't even do that.

In both cases, the bowl fills rather well, but the water never seems to generate the "oomph" to spiral on down and take the fun stuff with it. We have tried a snake and some nasty chemical (some acid drain cleaner). Neither helped.

Now. The guy at the megamart tried to sell me new toilets. Others have suggested that the toilets aren't the problem, that its "something else." Of course, if I buy a toilet and it doesn't solve the problem, I can't exactly return it...

Any input, help, suggestions on this is HUGELY appreciated. Thanks!
