Backyard Drainage

Our property is shaped just like a slice of pizza. We are wedged in between 2 other homes in a developed neighborhood. The backyards of my neighbors' property extend to a pathway which encircles a lake. My property does not extend this far. It ends at a perfect point where theirs meet.

My problem is that both properties, however the one to my left is more prevalent, are higher than my property. I have nothing but flooding when it rains, even small amounts of rain cause my backyard to look like a pool.

Any ideas on how to solve my problem with my own two hands and not have to call in a contractor? I have 2 small children and as this water stagnates, the mosquitos in our yard are horrible! I would like to prevent this before the summer weather gets here!
