If you're talking about a ceramic tile backsplash, I don't think you need to do anything. We had one coat of latex paint prior to doing the backsplash project. From what I recall, the literature didn't specify any undercoating - just as long as the wall wasn't super smooth. Uncoated drywall should be fine.
