Attic insulation

I live in the Chicago area.

My house has an attic with about 3 inches of something resembling paper that has been in the food proesssor.

My question: What type of insulation is best....Blown in or batts.... and how much. Have read that R30-40 is good.

Should I also have a vapor barrier? in either case?
