Attic Insulation

In my part of the Country(New York), it is recommended to use no less then R-38 for rafters. I only have 7 1/2 inches total from roof sheeting to end of rafter. This would leave me 6 inches to use for insulation, rigid insulation is probably the only solution..which type, what brand, would give me R-38 in a 6 inch thickness and would be legal in New York City in a three family house?
