The drylock paint is tempory at best. The most effective method is to stop/divert the water from the outside before it gets through the walls.

Make sure the yard slopes away from the foundation. Fix the downspouts so the water is dumped away from the house.

Now - why are those two sections always wet? They should dry occassionaly. Drylock will not help that situation.
